Yes. This should be in the Constitution.
Where is the best place to put it?
At the start, in an acceptance of a treaty with Indigenous Australia.

We recognise the sovereignty of Indigenous Australia, etc.

This survey makes it difficult to demonstrate support for Indigenous sovereignty. If the point of recognising Indigenous people is to respect their perspectives, this survey should accommodate the possibility of recognising Indigenous sovereignty.
