Yes. This should be in the Constitution.
What should the statement say?
The First Peoples had inhabited the land we now call Australia for 50,000+ years and have a special relationship to the land that is different to that of all people who are not descendants of First Peoples.

The power should relate to the First Peoples, by virtue of their unique status.

It must be sustainable. There have been a number of representative groups over the last decade or two, and the amount of change undermines it.
