THe Canadian constitution has a separate section that deals with aboriginal peoples "rights". With clarity of the definition of the term rights we could have something similar.

A section that addresses inclusivity and respect of difference ( including race)

If there is not enough support for a guarantee in the Constitution, what other things can we do to stop racial discrimination in national laws?
A 2 tier system of government - local and federal we are a small enough population that this would be efficient and stop the problem of the conflict in laws between federal and state

There are existing structures which could be used as the link for consultation and voice. Eg each community with a school with a significant ATSI population should have a AECG. Strengthen these structures and develop efficient communication strategies not
