See answer to Q1 above- I think it is reasonable to make special provision re Aboriginal people because of their special status as the first inhabitants and the history of deliberate and pervasive discrimination against Aboriginal people specifically. I

Not sure how to do this effectively so that it is truly representative (huge diversity of Aboriginal communities) and had practical impact.
