What should the change look like?
I personally feel that the Preamble should remain simplistic, acknowledging Aboriginal Torres Strait Islander peoples. The Legal/Statute element already recognizes our sovereignty. For instance the Living Marine Resources Management Act of Tasmania outlin

Yes. This should be in the Constitution.

What should the statement say?
The Constitution of Australia recognizes Aboriginal and Torres Strait Islander peoples as the Original First Peoples. Each State of Australia has the Powers to make Laws and Amend on behalf of Aboriginal and Torres Strait Islander Peoples.

Respect the Constitution of Australia for the State Parliament to amend or to make special laws for Aboriginal and Torres Strait Islander peoples. This must maintain conformity in appreciation to what is available to us and before us today. Again respect.

The States could set the Powers rather federally. Federally is about the Constitution Preamble / The State could be the Administrator/Power Broker, Law makers .... A separate entity could oversee the administration of laws designed for various departments

I don't know
If there is not enough support for a guarantee in the Constitution, what other things can we do to stop racial discrimination in national laws?
Make it a criminal offence. Allow the magistrates to deal with it rather then an Administrative Body

Should a new Indigenous group be set up under the Constitution to give advice and make sure Indigenous people have a voice in political decisions that affect them?

Is it worth creating the new group if it can only give advice and does not have the power to block new laws?
Yes

A state body should be the primary objective. Then conform Federally to share and to table Bills, unless maintain state responsibilities which would be the way to go

The Authority should be State based then move up the ladder Federally if required. Again the group must be objective.
